I registered with the community to grab a license so I can do some testing beyond 3 sessions, however the community.license that downloads is an empty 0byte file. Is there an extra step needed to obtain the 10user community license?

Sorry for the inconvenience. This issue has now been resolved. Functional community licenses are now available through the portal again.
